i wouldlike to now how can i select the wright flange to use for the any pipe when i only nothe size of the pipe id or od?

I think somebody screwed up, and probably not you. State law is that you must park 15 feet away from a fire hydrant, and nothing requires a red curb. (Veh C 22514.) If there was a red curb, it would be reasonable to assume that the local authority HAD adopted a shorter distance, and therefore marked the curb accordingly. Either the local authority DID adopt a shorter distance, and the parking officer screwed up, or they did NOT do so, and the curb painter screwed upbut you should not be held responsible for parking where all the indications were that parking was permitted. If you took a picture of the area to court, and it was not disputed that you did not park in the red area, I think you would not be found guilty. On the other hand, contesting parking tickets in California is such a royal pain that it might not be worth your time.
