A lot of birds are intelligent enough to learn and memorize the sound of something they are interested in. There is a crow around my work that will sound like a car alarm the kind that changes tones like 8 times , like a siren to a buooooop,and so on, the bird does the whole thing! It is so funny! So it could be a crow or some other bird that is smart and has heard that sound a few times and picked it up.
Modern cars have 1 axle for the rear wheels,, and the front wheels are steered by a Rack and pinion method which does not require a fixed axle.
Possibly a Northern Mockingbird. I have heard them do cell phone and car alarm impersonations.
We have a White-bellied Caique that does an excellent microwave oven, and I am sure he could do a car alarm with practice. Our Panama Amazon also does sounds, such as the phone ringing, which also answers with a low pitched Hello as well. But I am not sure what kind of indigenous birds would be able to do that. You might check with any local bird watching groups to see what birds in your area could make that sound. It might be something like a mockingbird or something.
