Yes. They have the right to charge you because they have to clean the room (walls, carpets, etc) to rid it of smoke smells so they can again use it for non-smokers. If you wanted to smoke, you should have asked for a smoking room. If non was available, you should have gone outside to smoke. I smokeso I'm not being judgmental about you smoking, but you violated the terms of agreement when you smoked in a non-smoking room.
Yes you do owe the charge. In fact as a hotel employee I can tell you that in our area, we turn over the guests info to the fire marshall for tampering with the smoke detector so they can be fined as well. Be glad all you're paying is the hotel's cleanup fee and not being charged with breaking fire codes.
They charged you for smoking, but they could easily switch their statement to charging you for disabling a smoke detector, which can be dangerous if it is not found out, and they could charge you for that. I'm also pretty sure they can smell the smoke anyways, and it'll take a while to remove it. So no, I doubt you can win. Unless you happen to have a lot of lawyers.
In short, no. Even if you had a great deal on injectable foam insulation, there is simply no way to get that foam everywhere it needs to be. There are always studs wires, blocks and pipes, nails, and more that can get in your way, as well as the existing insulation. You will need to drill hundreds of holes on the outside walls, and that is never a good idea. Every one of those holes is an invitation for moisture intrusion, and that is never good, and you will never get 100% coverage of the insulation. If you did it from the inside, you would have paid for new drywall by the time you finished patching it all. And you will only get about 70% coverage, at best. Either way, this is not a good idea. The companies that say it is should be shut down, for lying. You should concentrate first on your ceiling and floor. If there is adequate access for both, it is not too hard to do. And also, you can make sure all of the existing exterior wall intrusions, like doors and windows are properly sealed with caulk. Have your windows and doors upgraded, if you can afford it. But, please avoid messing with your exterior walls, unless you want to redo your interior walls, and do it right.
