I mean, you know, Let's put some serious slabs of concrete in the middle of the road in the name of reducing speed. How genius, right? It has to be great for your car too! What's your opinion?
As long as you dry it off and get some good lube on it, you will be fine. Chains are meant to run in the rain and they do get wet. But, if you keep them clean and lubed, they will work just fine. A little WD-40 (it is a water dispersant!!!!!!) after using the hose and before applying the lube might be a good idea.
Your technique will be fine as long as you don't use a pressure washer to rinse it off. Like Justin said, the chain gets wet in the rain. As an alternative, you could just use WD40 and wipe off with a rag.
water can allow rust to get in the wrong places you want to be sure and minimize the use of any water because you cannot get into the recesses of the chain where its likely to rust. I would do what the factory owners manual said to do and leave it at that. saving money by using water is not a good idea what does the owners manual say?

Some people are scared of washing bikes with water I have no idea why.? Your chain is sealed anyways on a CBR 600 it will be X or O ring so water will not get inside unless as stated you blast it with a high power jet or scrubbing it too hard as to damage the rubber seals which is not good. You are simple rinsing off the external links with water is all. If the water is getting into the internal rollers then your chain is shot and needs replacing.
