They use different extinguishers depending on what type the fire is. Water is used most often because it's cheapest and because most fires can be put out with water. If it's an electrical fire they'll use something else and if it's a chemical fire they'll use something else.
Ouch, those look a little big, and might destoy your little charm when screwing it in. I might recommend buing a charm that already has the hardware screwed on it, they make blanks for that. then all you would do is glue on your resin. you could also make a wire basket around it, with its own bail attatched.
Fantastic, I'm glad you asked. The extinguishing agent carried in extinguishers is usually a more effective means of extinguishing a fire, but, the big factor is the budget. All fire departments carry extinguishers on the rigs for certain types of fires, but water is plentiful and free. Water removes one of the components of the fire tetrahedron (heat, fuel, oxygen and the chemical chain reaction) by cooling the fire and thus removing the heat. To get enough foam to extinguish a large fire such as a structure fire would literally cost thousands and it would still require water to make. Another huge factor is simply that extinguishers don't carry enough foam, nor do they have the pressure required for major firefighting operations.
Water is used to prevent fire from spreading more (control). Fire extinguisher is used to fight the fire itself (suppression). Besides, water is cheaper than chemicals.
