I would go for the short ram. Only because the cold air goes close the the ground. If you drive in the rain you wouldnt want the intake to take in some water and choke the engine or possibly destroy it.
Short ram is better in most cases because it is less restrictive than the CAI. Better gas mileage and horsepower gains with the short ram. I would recommend CAI for any car over 350hp though.
The cold air intake that came on the car is your best choice for power and fuel economy. Short rams are throwbacks to the days of the hot air intakes (1960s and 1970s). Any cold air intake is better than a short ram. All but the most expensive aftermarket intakes are scams.
