Tried to search online but was unsuccessful. Didn‘t find any physical or online store selling this type of tire.
any bike shop or online. may not be that tire but u can get similar
You cant put 650c wheels on a 700c frame the pedals will be too low.
Just don't do it! I am pretty sure the brakes won't be able to reach the rims. I say just stick with the 700c, besides, you travel farther.
