It sounds like the crates are stacked, the bottom weighing 250 lb, the other 150 lb. Then the normal force under the bottom crate is Fn = 400 lb, making the friction force Ff = ?Fn = 0.666 * 400lb = 266.4 lb. Therefore this is the heaviest pallet of bricks that can be supported in this way. I'm not sure I understant the last question, as far as under these conditions goes. As long as the pallet of bricks is in equilibrium, the friction force on the upper crate is zero.
