Alex, you basically asked the same question not long ago. I answered it thinking you already had a system installed and was asking questions about it. Why don't you call several Alarm System companies in your area and have them give you a price or quote on a system and ask them these same very questions and what methods or devices they use to make up a system?
With most brands, you can go to the manufactuers website and find replacement shields. I think the clear ones usually run about $25.00 or so, and the tinted, chromed and other feature ones are more expensive. I actually usually buy one shield every 6 months (tinted one in Spring, clear one in Fall). If my shield gets scratched, I always have a spare. Some manufacturers are also now selling replacement foam padding (when the padding can be removed) Its a good way to freshen up a 3 or 4 year old helmet - especially if you ride all the time.
