Here in San Antonio's far NE side there is about 3 major cement factorys/parks. Next to all 3 there is big lakes/ponds. Why?
cement is sometimes manufactured using water to form a slurry in one stage of the process, hence a readily available supply of water is necessary.
they need water to make cement
if that pond was naturally there, the cement plant put up shop there because they need the pon to put their tailings into. if the pond was made, see the reason just mentioned.
Or they set up shop wherever another parking lot is needed. They make cement, dump it into the lake until it turns solid, then move their factory to a new lake (and soon to be parking lot).
