Partly because that's all that will fit (have cut chainguards for clearance). Partly because I've found that the manufacturers do actually spec well, and the narrow tires work well.
First, it provides a smoother ride on a rigid, or stiffly suspended frame. Also, it tends to not follow the rain grooves on the freeway as much as a skinny tire does.
