Would I be able to put 24" rims upon my car without installing a lift kit?

I have a 95 cadillac sedan deville and I want the bottom my car to atleast to come up to my knees or a maybe a half a inch under my knees

That is horrible for your car in the long run but no you will have to lift the car to put those rims on. the only car out that will accept even 23s without a lift is a chrysler 300.
