1997 regal windshield wiper one side works?
At the base of the wiper ARM, there is a plastic cap that can be popped back to reveal a nut. If the nut came loose, tighten it, if it still doesn't work, replace the arm. Remember to put the arm back on in the same position as you remove it or you'll have a problem. If your not comfortable with this repair on your own or with the help of an auto parts store. Seek a reputable mechanic And don't let that wiper arm slap back without a blade on it because you could very well break your windshield, or chip it. Hope this helps a bit.
If you have the bolt on wiper arms which most GM's did/do. The nut at the bottom of the arm where it pivots gets loose and it just needs to be tightened. I've tightened many! You'll have to remove the cap covering it with a little screwdriver. Very simple. I think it's a 15mm socket. Sometimes you may have to raise the hood to get on it better but it's easy. If that's not it, the wiper linkage hidden underneath the cowl could have popped off which is much more involved and usually requires replacing parts.
check to see if the arm is off the wiper motor. it might have popped off on 1 side.
