If you have the bolt on wiper arms which most GM's did/do. The nut at the bottom of the arm where it pivots gets loose and it just needs to be tightened. I've tightened many! You'll have to remove the cap covering it with a little screwdriver. Very simple. I think it's a 15mm socket. Sometimes you may have to raise the hood to get on it better but it's easy. If that's not it, the wiper linkage hidden underneath the cowl could have popped off which is much more involved and usually requires replacing parts.
check to see if the arm is off the wiper motor. it might have popped off on 1 side.
