It may be that your PC has been hit hard by an unknown (or possibly, known) virus. Do try to scan your PC. However, I do not know of any way how to scan the control panel. Given you said that: avast says that the program you are trying to run is infected. It may be that the control panel may be a program which can be run in your PC scan and delete or Reformat. I do not know of anything else Do not risk Reformat unless you badly want it.
I would first contact the merchant you bought it from and see if they will exchange it for another of the same thing. If that doesn't work, contact Phil and Ted's. They seem like a great company. Here's FAQ 7 from their website: 7. I have a problem with my buggy how do I get it resolved? Your first step is to contact your original place of purchase. The retailer has a great knowledge of our products and will be able to arrange a repair/replacement part where necessary. If the product fails in the first year of ownership due to a manufacturing fault we will repair it free of charge. If it is not practical to repair it we will replace it. If the product fails due to wear and tear, accident or negligence, or if it is outside the warranty period, we will happily repair it for a reasonable charge. don't let your baby steal stuff! lol, i'm only kidding. i've honestly never ever heard of a stroller setting off security alarms. that is so weird. maybe check ALL OVER the stroller to make sure there isn't one of those 'don't steal me' things stuck to it some where.
