Nicotine isn't an additive. It is in the tobacco plant itself. The Latin name for the tobacco plant is Nicotiana. However, different species of Nicotiana have different levels of nicotine. Turkish tobaccos are relatively low in nicotine, next are Virginias, and Burley's have the most. I think that Kentucky is pretty high in nicotine too. Anyway, cigarettes are usually a blend of these kinds of tobaccos (Nicotiana). As far as additives, the most popular additive-free brand is Natural American Spirit.
There are cigarettes called Quest cigarettes that were made to help people quit smoking. They come in 3 levels with gradually reduced amounts of nicotine with the last one containing no nicotine. I'm not sure this is what you had in mind but this is the only thing I can think of similar to what you're talking about.
