Ford did produce a 1989 F700 truck. They did manufacture it with the help of International Harvester a diesel powered V-8 from 1988 to 1991. The vehicle was a cab over design. At trip to IH commercial or Ford comercial vehicles will most likely answer your question.
A F700 is not a cabover. Does it have hydraulic or air brakes?
It sounds like a shock or spring problem You should be able to get it inspected for free. Then you will know for sure. Hope that helps.
