It has mostly nonmetal properties, but is placed on the metal side of the periodic table because of its metal-like tendency to lose rather than gain electrons during chemical bonding.
Basically, metals are elements that can't hold onto their electrons tightly. I think this is because as you go down the periodic table and atoms get larger, elements get less electronegative, which is a measure of the ability of an element to hang onto its electrons. The most electronegative element is Fluorine. Moving to the left or down will just make them less so, and more like metals.
