If every Pennsylvania state trooper used ebonics, this would never be an issue. However, even without knowing any Pennsylvania state trooper, I'm quite sure almost all of them use standard English reading and writing techniques. Why does one trooper, a black trooper no less, need to lower his standards to levels unused by anyone? Using the bad example of a Chinese police officer writing his reports in the Chinese is an insult to the English speaking people of the USA. English is the majority language, some say the only official language, so why would some law enforcement officer use lower standards. Another problem with your weak argument is if he actually HAD learned standard reading and writing English, he wouldn't NEED ebonics!
Cut the fuel lines so your car can't send any more to the alarm
Does the alarm have a switch to detect whether the hood is shut or not? If so, then fixing the hood might also fix the alarm problem. Again, if so, then disconnecting the switch (they're usually push-to-break) should disable this part of the alarm and prove that the hood is the root cause.
