In real life, water heater failures are more likely to involve a leak from a valve or pipe joint, as these are the weakest spots in the system and most likely to fail under pressure.
If it is battery operated only, then you are probably correct it needs a new battery. If it hard wired then it may have an internal problem that you may not be able to fix. You might try cleaning it the best you can and see if that helps. Whatever the problem is, the cost of a new alarm is a very small price to pay compared to the other option should you have a fire.
