My bro bought a house and some of the floors are not even. (He got no basement.) What can he do to make the floors straight without investing too much money?

Floors sag fo several reasons. The foundation may have cracked and buckled, joist support posts might be rotted, the joists may be rotted, ot there might be termite damage. All can be expensive to repair depending on the extent of the damage. I'd crawl under the house with a good bright light and examine the supports first. All that may be required is replacing the posts or merely adding shims beneath them. To determine how much to shim, stretch a string from wall to wall in the effected area of the floor. Measure the dip or space between the string and the surface of the floor. Add shims until the dip is gone. You may find you need to do it in several spots.
