Because there is currently no way to store it till you need it. You can't instantaneously cut back power producers and then have them come instantly back on line when the lightning is over.
Once the resin has set, you can't. The only real solution is to remove it (not easy, and will damage the surface it's removed from) and start again. When there are only a few large bubbles you can drill into them, clean out the hole thoroughly and polish the sides until clear, and then inject fresh epoxy thinned with either acetone or denatured alcohol (experiment with a batch to see which is best). You can also make the epoxy much thinner by heating it, but that also gives far less working time. New micro bubbles can escape from very thin epoxy before it sets, but hot epoxy cools and thickens very rapidly when used in very small volumes and solvent thinned epoxy may shrink a bit. Applying vibration also helps bubbles to work their way out of liquid epoxy resin.
