The street in front of your home is non-owned property, it doesn't belong to your neighbor - or you. It's public space. The police will do nothing, and since your neighbor is parking his usable vehicles on the street, he isn't breaking any laws. Your friends will have to find another place to park. As far as the hydrant goes, I have a feeling that if you didn't have an problem with his taking up so much space on the the street, this wouldn't even be an issue for you. If there's a fire, the fire department will not let a vehicle in the way hinder their efforts to put it out, they'll just bust the windows and run the hose through the car. If he's parking his junk vehicles there, you may be able to involve the city if the vehicles are not up to date with their registration.
