Is this dog afraid or stubborn, what can I do?

My newly adopted jack russell mix is 10 months old, and I've only had him 3 weeksHe is scared of any and all new things and situations, and it's apparent he wasn't socializedBut he usually warms up to things after about 5 minutes of checking it outI'm having problems when I take him out to poopWhen I go to retrieve a baggie or toss a used bag in the quot;pet stationquot; ( a metal pole with a bag dispenser and a trash can) of my apartment complex, he balks and won't walk with in 20 ft of itThis happens every time, and I don't know what to doIf I try to tug on his harness to get him to move, he just tries to back out of itInvariably I end up scooping him up and walking up to it to get the job doneAny suggestions what is causing this and what I could do differently?

Unless you know something about electricity, you are better off paying someone who knows what they are doing than trying to do it yourselfCall and get about three estimates to get an idea about the cost involved.

Mine if afraid of produce boxes, and his doggy girlfriend once went nuts over a hubcap leaning against a street lightIt's just randoms things like how some people are afraid of aluminum foil (who knows why.)While I cannot tell you why, there should be certain things you as an owner can do to helpDO treat this thing as a friendYes, it will mean that you will have to greet the inatimate objectWalk up to it and wave or say hi like you mean it, and then try to call your dog over in a friendly mannerReward him if he doesDo not be angry or annoyed if he doesn't, because he will sense it and will be ever more shy to come forwardDON'T coddle him or try to comfort himTouching him means that you agree with the way he acts and he may just atart being more and more scared because he thinks that this is what you wantIf you must take him away from the situation and make him feel better, just ignore his behaviour, take his leash and walk away with himDon;t give him the baby talk or petsJust ignore the unwanted behaviour (being scared).
