First you have to establish dicipline with him. My dragon used to breathe fire all the time. But now that we have a safe,healthy dicipline. I suggest you get a tall, wide, glass enclosure for your dragon (size appropriate of course). Make it very fun and naturelike with things to climb on and hiding spots and ponds and such. I assume your dragon likes to roam the house. Leave the top of enclosure open so your dragon can roam as he pleases. If he breathes fire, pick him up using a fire blanket, put him on the enclosure (which i suggest has fireproof substance laced in the glass to avoid melting) and close the lid. Scold him in a serious manner and leave the room. Select a period of time for the time out. I find twenty minutes to be effective. Then open the lid and tell him gently, no breathing fire repeat this process everytime he fails to comply. If he destroys his habitat, do not fix it. Soon he will feel guilty. Once he begins to be a very good boy and not use fire, fix it for him and he will know better than to do it again.

Its a common problem. I contacted my insurance and they payed the first time when my sofa got burned to a crisp. Now its happened recently, about two weeks ago and like you, they refused to pay once my TV turned to ashes. :( My advice is to get real. MegzieB :)
