You won't find it on the extinguisher. you have to service extinguisher every year. or remember when you bought it. And from that date it's good for one year.

A bathroom is required, and that it has a door. It must have a toilet and a sink that is connect to a hot water heater. An area to prepare food is also required, with access to hot water. A door to outside is required as well as at least 1 window that is at least 2 feet wide. A hot water heater is required to be present as is a method to produce heat. A smoke detector is required, some states also requiring a CO2 detector. If there is power in the kitchen area and/or bathroom area it must connect to a GFI. Everything else is optional.
That would be a matter of state laws and local ordinances. So ask at your city hall. If they don't have the regs there, there should be someone who knows where to get them. The librarians at your public library may be able to help you find them, too.
