Probably the cause is fire hydrant testing in the area near your home. Fire departments test hydrants at east once a year. When they do it typically disturbs sediment inside the water mains which breaks free and travels through the water pipes until it gets into the end user's lines. I doubt if your water heater is making brown water in your cold water lines. Once the water enters into the hot water heater, it does not enter the cold water lines again. They become two separate systems at that point, the hot water lines and the cold water lines. Here is a way to check.water coming into the home has not been heated yet. IE: Has not enter into the hot water heater yet. The main water line coming into the home is cold, unheated water. Follow the line and find the spot where it spits.one part of the spit will head to the hot water heater, the other part of the split will head to all the cold water faucets in your home. Find the one nearest the spit, usually this is the stationary tub near your washer and dryer. Check the cold water only there. If it is cloudy and brown there, then that water has not enter the hot water heater yet so you know it is not the hot water heater causing the problem. If the it is the fire department stirring up the lines while testing hydrants, this should clear in a few hours if you let your cold water run for a while. Attached is an article I wrote which Yahoo published which may help explain water services and how they work. There are drawings attached to the article. Good luck.
