Check the fuse box, The brake lights are a fail-safe system. That means that if there is a failure anywhere in the control system they will light-up all the time. There is a switch on the pdeal assembly, but like I said, that would make them light up all of the time. 2 options - A bad fuse or all of the bulbs are burned out. I'd go with a bad fuse.
