Yes, fire alarms are always present, and the dorm may conduct fire drills.
That would waste precious water. The environmental kooks would have a fit. The police should just round them up and march them back to Mexico. No air poluting buses are required. They walked in, let them walk back out.
Since you said it blows hot air, I suspect the furnace is overheating because your filters are plugged, you closed off too many vents, the blower wheel is totally dirty, or some other malfunction. If it is overheating you want to get it fixed right away or you could damage the furnace. And yes, I too test by jumping r to w and taking the thermostat out of the circuit so I know it is not the thermostat. I do that at the furnace. Cut the power when messing with the wires because although it is low voltage on the thermostat a brief shorting to ground can blow a fuse on the board or take out a transformer. Good Luck.
