Might it be practical to have a hydrogen on demand generator that gets its power from a regenerative braking system rather than just drawing power from the alternator?

Yes, it matters. You have to get the exact right size. Your owners manula should have it. I do know that at most of the stores that sell windshield wipers around here they have a book you can flip through to find your car and it'll tell you the exact size you need. If you get too big of wiper it won't work right, if you get to small of wiper it won't work right.
Your car is factory equipped with standard size wiper blades. I use the longest wiper blade that I can so the whole windshield is cleaned and the center is not left dirty. Just make sure that the blades aren't so long that the hit though.
All a regenerative braking system does is recover a (fairly small) percentage of the heat normally lost during braking. It doesn't produce very much energy - certainly not enough to seperate very much hydrogen from water or whatever other source you're using.
