Question:

What are four wheel disc brakes? What are power brakes?

I‘m buying a new (used) car.

Answer:

Yes it might take them long but forensic evidence (finger prints) will solve this case once they figure out who did it. However, that might not be enough because maybe by the time they finalize your case, your car might have been sold by parts already, in another state, painted a different color, ect. So please expect the worse in this case so you wont be disappointed because this is what happens in most cases where cars are stolen, its easy money for thifts!
HAHAHAHAHA your funny thinking the cops care XD
a four wheel disc brakes mean that the car has brake rotors in four wheels and power brakes are anti look brakes
Four wheel disc brakes are exactly what that says. Disc and caliper set up on each wheel as opposed to discs in the front and drums in the rear. Power brakes are just a brake assiting mechanism that makes the brake pedal easy to press. Sometimes its electric, hydraulic, or vacuum that is used in a power brake set up. All cars today come with power brakes.
disc brakes system - a rotor spins between two brake pads held on either side of the rotor by a caliper. when you hit the brake, it essentially pinches the rotor and slows the car (kinda like a frisbee. when you catch a spinning frisbee coming at you with your hand, those brakes work on the same principle, grabbing around it to stop the tire) drum brake system - brake shoes are held in place by pins and springs within a drum (kinda shaped like a bowl). upon applying brakes, the shoes push outward, contacting the inside of the drum and slowing the car. 4 wheel disc means you have the first setup on all four tires. these do offer better braking power and performance than drums. power brakes - depends on what exactly is meant by that. most vehicles have ABS (anti-lock braking system). this means when you hit the brake hard, instead of locking up the wheels completely, the brakes pulsate so you can keep control of the car. some other vehicles do have power assisted brakes, which means just that, the braking power is helped so you dont have to step so hard on the brakes.
