What would stop someone from pouring sugar in the gas tank of your ICE vehicle just to name an option? Being this outlet wouldn't be run off your apartment in most cases would they let you plug it in? They may intend that plug for emergency purposes such as charging a dead battery on you ICE vehicle on rare occasion such as when you accidental leave your lights on rather then providing the day to day power for an electric vehicle.
