I can't say this is a whole solution, but I do have one suggestion that you might incorporate into your box/chamber/whatever Have the outside of your box either be mirrors, or some other kind of reflective material, such that they reflect (rather than absorb) energy from outside the box. Because any energy input to the box will cause the ice to melt faster. This is at least a start. Hope my suggestion helps!
Ha ha, and WHO is gonna follow those rules? Is there going to be some type of surveillance device? Get a life. Hand washing, it's not an option, it's a requirement! If there are 10 stalls with only one taken, you should NEVER pick the one next to it. You sound like a bored nagging housewife. Who cares if there potty germs are getting on their face. I think everyones doing fine without you and your bathroom rules. I agree with Flying Saucer. What does washing your hands mean to you!!! So what if there gonna touch the doorknow, use your foot to push the door open, geez. What does it do to you if someone touches their OWN face with their germs, they can do what they want.
