Generally, such locks are not required by codes. What IS required, of course, is that the entrance door to your specific unit have a properly working lock. That being said, it is common sense on the part of the landlord to provide a working lock on the common areas. Absence of such lock allows anyone to enter the common areas, and the landlord is exposing himself to potential vandalism. The cost of installing a common area lock is VERY small. I'm surprised that your landlord does not handle this issue.
