They can charge you if the toilet or drain is stopped up because of your negligence. Something dropped in the toilet or to much flushed toilet paper (soft plug). It is your responsibility to charge smoke detector batteries and for light bulbs. The landlord is not your mother, grow up.
I don't think I would try a wire brush ? what you need to get is a small bottle of rubber renew, some Q tips and a paper towel folded in half, you can get the bottle of renew at a local electronic supply store, now dip the Q tip into the rubber renew, lightly dab the Q tip onto the paper towel you do not want the renew to touch the plastic on the printer the renew will eat it that's why you lightly dab it on the paper towel, now you can see the pick up rollers, turn the Q tip sideways and firmly rub the pick up roller or rollers until there clean, also keep the Q tip clean so you could use a few doing this, make sure you do the roller an turn in the direction it normally turns, when you have done the whole roller or rollers put the cap back on the rubber renew, fan the paper and put it back into the printer it should pick up like new now
