I was on my laptop then i realised that i had 24% battery remaining. But my charger is plugged into the laptop. The light on the laptop that shows power when its connected was out. I turn off the laptop and take out battery and leave the charger in the light comes on. And I cant start the laptop without the battery. Any ideas?

You should be able to start a laptop without a battery in place, if you have it plugged into the wall outlet. If you can't, then the power circuitry inside the laptop, or the AC power brick might be defective. If you can start the laptop without the battery in place, then the laptop is functioning normally, its just a defective battery. You didn't say how old the laptop is, most rechargeable batteries have a few years-life span, then it stops charging to 100%, and won't run the laptop very long when running on battery alone.
