For maximum efficiency, place the warming blanket below the other blanket. The other blanket will act as an insulator retaining the heat on the inside toward the people in bed. Be sure the thermostat is working or it will overheat. If you were to put the other blanket under the warming blanket, it would serve as a barrier to the heat being generated by the electricity, but you would still get heat from it, just less efficiently. The reason to do this would be if you are concerned about electromagnetic frequencies being generated by the electricity in the blanket. This would offer only a minimum of protection, however. Additionally, any potential danger from the electromagnetic field is not considered significant by any researchers.
