First, I would think that you could use double backed tape to stick it to the ceiling. They are not heavy. The tape may peel some paint off it you remove it but there would be no holes. Any hardware store including Wal Mart has detectors. First alert is a good brand. They have both ionization and photo electric types.
Limit birth control? Haven't heard that one, unless you are referring to no longer giving federal funding to Planned Parenthood, which I don't see why they need federal funding. I hate to tell you, but the federal government isn't there to provide you with everything you need in life, if you can't support or don't want a baby, don't get pregnant, that simple. What's wrong with people thinking that the government needs to subsidize, and by government I mean me and other taxpayers like me, poor decisions? Riddle me that.
