Can I print on ceramic piece by myself?

I want to print a pic on a ceramic piece, and how can i make sure the print wont come off since it will paced outdoor.

Sure. Just get paint for porcelain or glass. No sealant ever,
You will need to make sure it is glued on securely and then you can use some thick varnish on top. Go to the store and ask the paint department for a top coat varnish that will not yellow and has protection from the sun. I would add at least 4 coats to make it last. I faux paint garage doors to look like wood and then I have to seal them, too. What I use is bought online, but I am sure you can find something at the local paint store. Get the water based kind, not oil, though. Hope this helps.
The top shiny layer of ceramic pieces is glass. I don't know of any permanent way to print or paint on them. If any of the piece isn't glazed (shiny) then it won't survive a winter outdoors. It will absorb a little moisture and when it freezes, it will crack. However, if your piece isn't glazed at all, them you might use craft paint covered with something waterproof, such as marine varnish and it might last a year or two.
