Can one buy slightly used tires?

From a local tire store? Is this allowed? Some people who are able to, change their tires yearly and so the tires are still in good shape, Can one purchase such tires?

there aren't any , if there were they would be fitted to every car and would probably be compulsory
well tuned engine and Conservative driving if you can't run on pump fuel you have a problem
wheel bearings and the alignment will NOT cause a flat. The alignment will wear a tire prematurely if not adjusted correctly. The shaking could be either a bent rim, tire not balanced after being installed or a tire that has a flat spot. Hard to say without seeing the car, but I believe you may have had bad tires. You can check the DOT #'s on the tire. The last 4 #s are when the tire was made. It will be like 2310 (example) which would be read as the 23rd week of 2010. The first 2 numbers are the week of the year and the last 2 numbers are the year itself. According to DOT tires should be replaced every 4 years regaurdless of tread. The tires can dry rot and pop. Usually a dry rotted tired wears on the sidewall and is noticable by several small cracks. These small cracks expand during driving (heat and friction causes this) and suddenly pop. Sounds like bad luck with USED tires. Been there myself.
Call your local tire stores some sell used tires that are in good condition. I have purchased tires that were removed from a new truck because the new owner wanted off road tread, Its a good way to save some money. Price some new tires that way you know if its worth it too buy used. Also check the date of the tire a tire can have good tread and be too old to use
