Home is covered in urine and feces from the cats. Many of the cats are sick and deformed. Daughter has been reported twice in past and sine last complaint to humane society both refuse to answer the door. Even prescriptions have to be left in the mailbox as they wont answer the door for them as well.Elderly mother is confined to her bedroom and cat boxes can be found in her room as well.Who do we call? Animal control, adult protective services or ask for a welfare check with police department?Landlord has not been in the house in over 12 years and is not aware his home has been destroyed at this point.Hazards also of no working plumbing, water tank leaking outside of elderly mothers room as well completely soaking hallway floor. Daughter refuses to allow anyone into the home to fix it and family members will not go into home due to smell and bacteria.Daughter is also living off her mothers Social Security check!
