soak a white rag or towel in 20/80 bleach water solution and dab the cloth on the water spots. since you're working over your head, be careful not to get any in your eyes or on your clothes! this will make them go away, but it is probably only a temporary solution to a greater problem. you need to find the source of the water and eliminate that so the spots don't come back.

First of all, eliminate the source, plumbing leak, roof leak, etc.. Cover the floor with plastic, put on some safety goggles, and spray the area with Tilex. After letting it dry, you may have to spray again, depending on how saturated the water is. Once done, coat with a layer of primer such as Kilz and paint the celing with celing paint. Will look like new. If the celing has not been painted, you can mix spackling with water to a thick paint consistency and roll it on over the spot and let it dry completely. Apply a second coat if necessary. This will eliminate the need to paint the entire ceiling. I used this process for a customer and you could not tell there was ever a stain.
