there's no heat, there are no blankets, no fire-place.it's winter.the place has not been used for habitation yet, it has nothing.the only thing I can still do is to have warm baths and to blow dry my skin afterwards.I don't have enough clothing to make layers,,,,,, What to do not to get sick

No according to me its not ok. What would that person do when he was rejected? Wasn't he rejected enough by everyone else? He should have been accepted. the other arrangements could be made later.
Are you serious? You mean you can't let a deaf person to stay there for a while until he or she get on his or her feet? Don't you think that is mean?

Refusing to allow a deaf person to use a shelter violates federal law whether or not the shelter receives federal funds. (It may also violate state law.) Homeless shelters are usually covered by the ADA (and Section 504 if they receive federal funds), but may be covered by the federal Fair Housing Amendments Act if people typically reside there for extended periods. For the shelter to refuse admittance because they don't provide accommodations would be a double violationone for the failure to provide accommodations and one for refusing admittance based on disability.
