Answer:

It's probably just the dust, hair, etc that settled on the heater while it hasn't been used for a while.
it may have been a mouse that was stuck or died in the heater and when you turned it on, it started to cookor possibly, a lost alien landed in the thing and couldnt get out
The smell is from dust and dirt that has collected on the heater surfaces. This is typical and is not usually a problem.
I came home a bit drunk years ago to a caravan I owned at Sussex Inlet NSW. I had the munchies so I found a Big Sister self saucing butterscotch pudding put it in a pan with water on the caravan gas stove then went to sleep at the table. Well the water run out and the can exploded. I woke up to a loud bang there was butter scotch pudding stuck to the roof and walls everywhere. Then some of the pudding got onto the stove causing smoke and the smoke alarm went off after the incident was already finished. Think I need a steam alarm too !
I agree with everyone else about the possibility of dust, but I've never experienced a smoke detector actually going off because of it - that would concern me. Might be a good idea to mention it to your landlord.
