Kids riding on their motorcycles?

I‘m getting pretty tired of these kids around 13-16 driving on motorcycles across the streets, they actually did it today, reving their engines at 8 in the morning, on a school day where nearly everyone was asleep. Is this illegal, for kids to drive in the streets? aren‘t they suppose to drive in farms or something? How can I stop them from disturbing the peace (I can‘t ask there parents because they don‘t do anything and let them continue, we also had a few arguments and such)?

Unless they have motorcycle licenses and insurance, yes it is illegal. The age kids are allowed to ride motorcycles varies from State to State, I believe the youngest age allowed in any State is 14. Check the age restrictions in your State; I suspect these kids are riding uninsured. 8am isn't really too early, most people start getting up around that time, so they aren't causing all that much of a nuisance but if they have no licenses or insurance then you should definitely contact the police.
