Do we have the right to be depressed? We have food, water, a home, family, company, education, clothing, safety and various other luxuries such as the internet. Why are people STILL going through depression? Why do teenagers still commit suicide? I've been wondering about this for a long time. Ever since I realized that i'm unsatisfied with my life, with how its turned out, I've been depressed. But I just can't get over the fact that I might just be a spoiled brat because other people are going through much worse things, coupled with their lack of a quality life. Are we really just unreasonable, spoiled and selfish for being this way?

It will reduce the flow somewhat but you could make the new pipe larger by a size or two and that will make up for any added friction loss. Since you are adding the pipe anyway the cost will be very small.
Well.. my friend I'm not sure what you budget is.. but I suggest you buy one. There are LOTS of companies out there that provide this exact type of web monitoring/filtering application you are looking to build. I guarantee you will NOT be able to build one as good as what's already out there. And.. once you calculate the hours it will take you or someone on your staff to build it it will be far cheaper to purchase one. Plus people are very inventive when it comes to getting around controls and you will constantly be working to upgrade and/or fix the program you write as people find ways to 'break it'. I suggest you do a bit of research. You have two 'ways' to go about this. One is passive monitoring and the other is active restriction. With Active Restriction a system is put into place that restricts users to any outside web address and attempts to prevent any unathorized use by have a very small subset of valid addresses. This method is the tightest control but obviously will take the most overhead when it comes to keeping up the list, times, users, etc. With Passive Monitoring a system is put into place that monitors web usage either by site identification and/or transfer rates. This method monitors and prints reports and/or alerts about users who exceed limits or connect to unauthorized sites. It is then management's responsiblity to counsel that user on their job responsiblities and their possible disciplinary action should they continue to abuse the internet connection. My personal suggestion is to go the Passive Monitoring route as this is the lease intrusive, lest to maintain and puts the responsiblity of internet usage on the users not some software in IT playing traffic cop.
