Well if you look at this line in the recipe: 20 large shrimp, peeled, deveined, shells reserved - it means you are supposed to keep the shells when you have peeled the shrimp to use later in the recipeFish shells (heads and all!) add flavour to sauces, which is why the recipe is calling you to put in half of the shells in with the orange juiceI hope this helps!
