No, I think its a road hazard. Based on my experience I usually do not notice speed bumps during the night, especially if I'm not familiar with the place. I've also tried to stop my car instantly because of a speed bump which made the driver behind me to bump the rear of my car. There must be other safer ways to control the speed of cars in accident prone areas.
