I need to know brake systems on chippers, not cars.

The metal bar is conducting the heat away. Did you know you can boil water on the stove in a strong paper bag for the same reason?
That just means that the metal draws the heat off the paper rapidly enough that the paper doesn't get up to 451F for a while (for this measurement, you are required to use imperial units rather than metric, because the coolness of the book makes up for the stupidity of the units).
It may be because you wrapped the paper really tightly around the metal bar rather than the metal's conductivity that actually is causing it not to burn. No oxygen inside the paper can cause no ignition.
by the time it gets through the chipper it's to late to do any thing with chips slowing one down could pull harder on what's going through. shutting power off is safest way
