I have the forawrd/reverse cable and the throttle cable for the control box and my outboard but they were cut. Can I repair them by sodering them together again or do I have to replace them?

Those cables are made to keep corrosion and water out, and usually made to a high quality. When replacing the cables you'll need the right length. To do this measure from the control box to the stern, then from the gunwale (side of boat) to the centre of motor, then add an extra two feet. Why any-one would cut these cables is beyond me.
