Yeah, I agree. Noise is a lot better than accidents. But if you still want it removed, you can file an application with the city's traffic engineering department, who will review it and take the appropriate action if they deem it necessary. Ask at your city hall for the address.

It depends on the material, is it a semiconductor, is it photovoltaic, is it reflective. You never mentioned if it's the light itself that you want in a standing wave so perhaps an induced current or even a mechanical vibration. Indeed there are filters which convert an electric signal to a mechanical vibration passed through a substrate with mechanical supports at strategic locations to give a magnitude and phase response that isn't possible with analog circuits. I wrote an undergrad paper on that.
